PROFESSIONAL AND COMMUNITY INVOLVEMENT:
ELMS II Committee--From 1982-84, Bob served as Executive Director of the second Environmental and Land Management Study Committee (ELMS II). The ELMS II Report provided the foundation for Florida’s current Local Government Comprehensive Planning and Land Development Regulation Act, Chapter 163, Florida Statutes, adopted in 1985.
Transportation and Land Use Study Committee--In 1988-89, Bob served on the Transportation and Land Use Study Committee created by the Florida Legislature. The Committee’s report led to fundamental changes in Florida’s transportation concurrency laws, including the first recognition of multi-modal mobility to satisfy transportation concurrency requirements.
Tallahassee-Leon County Planning Commission--from 1994 to 1999, Bob was a member of the Tallahassee-Leon County Planning Commission which reviewed all development proposals for the city and county. Bob served as Chair of the Commission in 1996-97.
Guardian ad Litem--Court-appointed to represent minors in custody disputes through the Tallahassee Bar Legal Aid program.
