Bob has represented landowners and developers in a wide range of land use matters, including comprehensive plan revisions, developments of regional impact, planned unit developments, development agreements, environmental permits and rezoning. Bob has directed preparation and processing of comprehensive plan amendments, Applications for Development Approval of DRI's, amendments of DRI development orders and DRI binding letters at the local, regional and state level. Bob frequently represents developers of resort developments featuring marinas and environmentally sensitive lands, projects featuring new urban design, and multi-modal transportation plans.

Bob has represented Monroe County, Alachua County, Leon County, Franklin County and the Cities of Stuart and Alachua on preparing comprehensive plan amendments; defending comprehensive plan amendments in administrative hearings; reviewing developments of regional impact; reviewing planned unit developments, re-zoning and challenges to local development orders.

Assisted client in obtaining development agreement with Leon County to update, highly controversial 700 acre DRI while protecting vested development rights, negotiating settlement, thus avoiding litigation with active neighborhood association and City of Tallahassee; additional representation regarding PUD and platting.
The Sterling Companies: [Walton and Okaloosa County]
Lead land development lawyer for current and long-term entitlements for commercial, multi-family, andbusiness/technology park and long-term strategy for property.
Turnberry Associates/Legendary, Inc.:
Lead land development lawyer for Turnberry Associates and Legendary, Inc. for 650,000 square foot Destin Commons shopping center and 900 unit Turnberry Harbour luxury condominium development; assisted client in establishing Regional Activity Center and master planning development therein.
MCZ/Centrum: [Manatee County]
Lead attorney assisting MCZ/Centrum in successful opposition to a comprehensive plan land use map amendment in Manatee County that would have allowed 200 foot tall land fill near MCZ/Centrum's newly approved residential subdivision.
Town of Seahaven: [Panama City Beach]
Lead land use attorney for DRI and local PUD approval of 52 acre mixed-use, pedestrian-friendly, resort village with 1400 feet of beach front and a full complement of resort amenities. Seahaven will be the largest master-planned resort in Panama City Beach, Florida. Assisted client to obtain development agreement fixing maximum entitlements and DRI development order for 2,952 residential units, 1000 hotel units, 118,000 square feet of retail and service use, 24,000 square feet of office space and a 60,000 square foot conference center.
Prominence: [Walton County]
Lead land use attorney for DRI and PUD entitlements of 80 acre coastal resort village of 650 residential units, 120 hotel rooms and 218,000 square feet of resort commercial, developed in traditional neighborhood design on Florida's Gulf Coast. Assisted client in resolving major disputes over environmental preservation, school impacts, affordable housing, and traffic mitigation.
Cagan Crossings: [Lake County]
Lead land use attorney for Florida Quality Development located in Lake County, Florida, with entitlements for 8,000 multi-family residential units developed in traditional neighborhood design, integrated with 700,000 square foot commercial district including big-box retail. Assisted client with several major amendments to update development plan.
Truman Annex: [Key West]
Assisted developer in obtaining expedited approval for Development of Regional Impact and local development orders to re-develop part of the former Key West Naval Base, including restoration of the Truman White House as a State Park.
